The biggest difference between the two types of roles is that the Global roles pertain to the actions taken to manage the site or channel whereas Community roles pertain to actions taken to manage and use each community within that channel. Users created by the site admin cannot be assigned Community roles and users created within a community cannot be assigned Global roles.
